Florian Walch 87e5a41316 CMake: Add custom Dev build type. 
Introduce new build type Dev that replaces RelWithDebInfo for development
builds off master and has optimizations, debug info, and logging enabled.
Keep assertions enabled for RelWithDebInfo.
