Raphael a4fc3bb0e6 fix(diagnostic): vim.diagnostic.get(…,{lnum=…}) on multi-line diagnostic #28273

Problem:
vim.diagnostic.get(…,{lnum=…}) does not match multi-line diagnostics.

Solution: add end_lnum support.
