Jongwook Choi be5cf33836 fix(gen_help_html): type warnings, spell_ignore_files #27254 ...

- Add type annotations, fix most of the type warnings.
- Fix a minor bug on `spell_ignore_files`: nil error when an invalid
  spelling is found but the file is not ignored.
