Famiu Haque 10f36af84d refactor(options): remove OPT_FREE (#26963) ...

Problem: `OPT_FREE` macro doesn't seem to do anything as `P_ALLOCED`
already handles allocations.

Solution: Remove `OPT_FREE`.
