Problem:    Cursor not adjusted when near top or bottom of window and
            'splitkeep' is not "cursor".
Solution:   Move boundary checks to outer cursor move functions, inner
            functions should only return valid cursor positions. (Luuk van
            Baal, closes vim/vim#12480)
